Housing plan in the works for St. Mark’s property

Lakeshore CAP proposes building apartment complex

TWO RIVERS — Plans to redevelop the property, which once buzzed with activity associated with St. Mark’s Catholic Church, into a mixed-use residential area were unveiled at an open house Thursday.

Lakeshore Community Action Program, a non-profit Manitowoc organization, is proposing to redevelop the property for its housing programs, CEO Noel Ryder said.

St. Mark’s parish merged with the three other Catholic parishes in Two Rivers to form the Catholic community of St. Peter the Fisherman. Plans to build a new church and school are under way.

The school on the St. Mark’s property, 2203 12th St., formerly named Two Rivers Catholic Central School, remains the community’s Catholic school under the St. Peter the Fisherman name. The school will remain open for five more years.

At that time, Lakeshore CAP will convert the property into an apartment complex, offering two-, three- and four-bedroom apartments.

“Some of it will have fixed-rate housing that is affordable,” Ryder said.

St. Mark’s property also contains a church, convent and rectory.

The Holiday House, Manitowoc, operates an assisted-living group home for developmentally-disabled adults in the convent called the Parkway Group Home, Holiday House Director Tom Keil said.

Lakeshore CAP is proposing a different type of developmentally-disabled group home for five tenants in the rectory building.

A 15-unit, assisted-living facility for the elderly in the church also may be built by adding a second story to the church.

Millennium Architects/Designers president Mark Dillenburg was present at the community meeting with blueprints.

The plans will be presented to the Two Rivers Plan Commission on Monday for pre-approval on zoning changes and conditional use permits.

Ryder said the organization is not looking for city funding at this time but may negotiate a payment in lieu of taxes for the property because of its nonprofit status.

The payment will be less than regular property taxes but will add to the city’s general fund, he said.
