WERA Provides Help with Utilities




If your utilities have been shut off or if you have a past due balance with your provider, please apply for Lakeshore CAP’s WERA Program if you live in Manitowoc, Sheboygan, Door or Kewaunee county. You may apply for utility assistance without having to apply for rent assistance.

lcapLakeshore Community Action Program (Lakeshore CAP), an agency of WISCAP,* recently received another round of Wisconsin Emergency Rental Assistance (WERA) funds. Pre-Screen Applications are being accepted now and can be found on our Home Page. The purpose of these funds is to help those who were negatively impacted by COVID-19 and are struggling to pay rent. The Lakeshore CAP program will provide funding to eligible households residing in our service area —  the Wisconsin counties of Door, Kewaunee, Manitowoc and Sheboygan.

The following situations will not qualify for this program: Mortgage payments.

Along with the rental assistance application, you will simultaneously be applying for Energy Assistance (EA). If you have applied for EA in 2021, much of your information is already within the system that generates assistance for rent. You will not be eligible for an additional EA payment. The WERA program DOES provide EA and utility help for those who qualify. If someone wants only EA, they do that through WHEAP at: https://www.benefits.gov/benefit/1397. If you need help with rent, if your utilities have been shut off or you are behind in payments, you can apply for WERA.

Assistance will be paid directly to your landlord once ALL information is verified!

This training is designed to help trainers facilitate the Rent Smart program effectively in their own organizations and communities.

Rent Smart focuses on the knowledge and skills essential for a successful renting experience.  It challenges participants to know and understand their rights and responsibilities as a tenant, as well as know and understand the rights and responsibilities of their landlord. Emphasis is on forming a strong partnership between the tenant and landlord. Establishing a positive rental history is much like having a positive credit report and Rent Smart starts participants on the right path for success.
