Community Needs Assessment
This assessment covers the counties of Door, Kewaunee, Manitowoc and Sheboygan. The qualities assessed are the conditions affecting the low-income population in the four-county area. The information used in the report is gleaned from surveys of low income participants including the elderly, pregnant adolescents, minority populations, the homeless, and single parent households. The details of the data collection address the requirements of the Community Services Block Grant (CSBG) statutes and provide an opportunity for both the impoverished and civic leaders to participate. The survey was distributed throughout the months of June and July 2019. Surveys were made available at Lakeshore CAP’s facilities for completion during intake, online and through agencies such as Catholic Charities, WIC program offices, local health departments, food pantries, domestic violence agencies, homeless shelters, mental health support services and other partner locations throughout the four counties. Low income survey respondents totaled 202 and stakeholder respondents totaled 112.

ABOUT THE, UM, RACE
This, um, race may be the most grueling of your life. This tongue-in-cheek event is geared to the classic underachiever, who wants to participate in an, um, athletic competition and train for it by sleeping in late, eating donuts and drinking beer. We’ll celebrate ALL abilities and underachievers − and you’ll have bragging rights for participating in the punishing 546.8 yard/1640 feet event! PLUS, you’ll be raising money for a local cause!

Opportunity to Serve on the Lakeshore CoC Steering Committee
Lakeshore CAP is seeking individuals and agencies to help steer and direct funding for those who are homeless in our service area of Door, Kewaunee, Manitowoc, and Sheboygan counties. Currently, there are approximately 60 homeless households waiting for Lakeshore CAP’s housing programs in these areas. The Lakeshore CoC (Continuum of Care) Program is designed to promote a community-wide commitment to the goal of ending homelessness.
Continuum of Care is a Planning Process
The goal is to understand the size and scope of the problem of homelessness in a community and design effective strategies and solutions to address it. To carry out the purpose of the CoC Program, HUD requires representatives of relevant organizations (e.g., nonprofit organizations, victim services providers, local governments) to form a Continuum of Care to serve a certain geographic area. Specifically, we would like participation from:
- A current or former homeless individual
- Landlords
- Local government officials
- Law enforcement
- CDBG entitlement staff
- Affordable housing developers
- Local hospitals
- Interested community members

Lakeshore CoC Quarterly Meetings
The Lakeshore CoC will meet on a quarterly basis during the months of March, June, September, & December. All members share a common purpose to provide quality services in an effort to end homelessness!

HOME TBRA GRANT
Lakeshore CAP is proud to announce we have been awarded a grant for homelessness prevention — the HOME Tenant Based Rental Assistance (TBRA) grant from the State’s Division of Energy, Housing and Community Resources to provide rental assistance to homeless families and individuals in Manitowoc, Door, Kewaunee, & Sheboygan counties. The purpose of TBRA is to allow low-income households the opportunity to afford a decent rental unit in the private housing market.
WHO MAY QUALIFY
Participants must meet the HUD HEARTH definition of homelessness, which means that households are literally homeless and either living in a shelter or a place not meant for human habitation. Each participant will work with a case manager to develop a self-sufficiency plan to reach desired independence. All eligible applicants will receive an assessment and be placed on our Prioritization List. Preference is for those that are considered most vulnerable in our community. Rental units are selected by the participant and must pass a Housing Quality Standards Inspection.
